Ensuring Safe and Supportive Recovery Homes in New Hampshire

The New Hampshire Partnership for Recovery Residences (NHPRR) is the sole agency designated by the State of New Hampshire to certify recovery residences. Although certification is voluntary, homes that aren’t certified by NHPRR cannot receive state scholarships or financial help. State agencies and vendors receiving state or federal funds to provide prevention, intervention, treatment, or recovery support services can only refer clients to recovery houses certified by NHPRR and listed on the voluntary registry.

We understand how important stable housing is for people overcoming substance use disorders. NHPRR-certified recovery homes in New Hampshire offer safe and supportive environments that help people maintain sobriety. These homes provide the stability needed to rebuild lives and continue the recovery journey.

Our strong ties with recovery community organizations across New Hampshire, along with support from our parent organization, give us a leading role in the recovery community. These connections allow us to offer resources, training, and guidance that improve care across the state and connect people to vital services.

Our advisory board includes some of the most forward-thinking recovery professionals in New England. We believe the company you keep says a lot about you, and we are proud to work with the best. Together, our board members bring hundreds of years of experience in recovery that we draw on every day.

What We Do

As the state’s designated entity, state statute
RSA 172-B:2 VII, Chapter 37:149 requires NHPRR to:

“Serve as the certifying body for a voluntary certification program for recovery residences based upon standards determined by the National Alliance for Recovery Residences (NARR) or a similar entity. The certifying body shall establish and implement a certification program for recovery residences that maintain nationally recognized standards that:

  1. Uphold industry best practices and support a safe, healthy, and effective recovery environment;
  2. Evaluate the residence’s ability to assist persons in achieving long-term recovery goals;
  3. Protect residents of recovery residences against unreasonable and unfair practices in setting and collecting fee payments; and
  4. Verify good standing with regard to local, state, and federal laws and any regulations and ordinances including, but not limited to, building, maximum occupancy, fire safety and sanitation codes.

The certifying body shall investigate complaints received by the department regarding non-compliance with NARR standards. The certifying body shall provide an annual report to the department, and shall report quarterly on any newly certified houses or houses that are out of compliance. The certifying body shall inform the department within 5 business days if a recovery house’s certification is suspended or revoked.”

Our standards draw from the Substance Abuse and Mental Health Services Administration (SAMHSA)’s Best Practices for Recovery Housing (2023), which outlines evidence-based guidelines designed to promote safe, ethical, and recovery-centered housing for individuals with substance use and co-occurring disorders, emphasizing safety, experiential recovery support, and ethical management to help residents succeed in their recovery journey. Additionally, our standards emphasize strong community connections and ensure that certified recovery residences are good neighbors by maintaining respectful and supportive relationships with local residents.

We do this by giving recovery owners and operators the tools, training, and support they need to run successful recovery homes. We also provide ongoing support to ensure homes are well managed and meet the highest standards of care.

How We Help Our Recovery Residence Owners and Operators

At NHPRR, we are committed to supporting recovery home operators across New Hampshire. As the state’s only designated certifying agency, we ensure homes meet our high standards for safety, support, and ethics. We also manage a housing assistance program to help people in recovery find and keep stable housing.

We advocate for certified recovery homes at all levels of government—local, state, and federal. We provide education, technical assistance, and resources to homeowners and government representatives alike. This includes training in best practices, and making sure residents receive the highest quality care.

Our support doesn’t stop at certification. We offer direct help to recovery residence owners and operators, guiding them through the requirements for operating a recovery home. Whether you need help with paperwork, setting up systems, or planning, we’re here to assist.

By joining NHPRR, you become part of a statewide network of recovery housing operators. Together, we work to raise the standard of recovery housing throughout New Hampshire.

How NHPRR Helps People Find Safe Recovery Housing

NHPRR helps people find safe housing. By certifying recovery homes to meet high standards for safety, ethics, and recovery support, we ensure that people in recovery can trust the homes they choose. These certified homes provide the structure needed for long-term sobriety and healing.

We also make it easier to find certified recovery homes by offering a comprehensive directory of certified recovery residences in the state. In addition, we stand up for residents’ rights, ensuring that everyone is treated fairly, and their needs are met in a recovery-centered environment.

Education is essential. We work with both residents and operators, providing training on best practices for running safe and effective recovery homes. This helps homes maintain the high standards needed for certification and ensures residents are in environments that support their recovery.

Our support doesn’t end with certification. NHPRR offers ongoing help to both residents and operators, ensuring that recovery homes remain safe and supportive. By connecting people with a network of certified recovery homes, we ensure that those in recovery have access to safe, structured environments where they can thrive and live their best lives.
